Health Care for Native Americans

RSBCIHI offers healthcare services specifically for Native Americans and their eligible non-Indian family members. This federally funded program is managed by Riverside-San Bernardino County Indian Health, Inc., which represents nine Native American tribes across Riverside and San Bernardino counties. Our consortium includes the Agua Caliente, Cahuilla, Morongo, Pechanga, Ramona, San Manuel, Santa Rosa, Soboba, and Torres-Martinez tribes.

Eligibility Requirements

Our Patient Registration Department determines eligibility based on guidelines from the RSBCIHI Board of Directors. To qualify, you’ll need to show proof of tribal membership and residency within Riverside or San Bernardino counties. If you’re a tribal member living outside these counties, you may qualify for referred care.


Documents Needed:

At registration and each year, you’ll need original documents to confirm eligibility, including:

  • Proof of Indian/Descendant Status: (such as a Tribal ID, Descendancy letter, or Certified Birth Certificate)
  • Proof of Residency: Updated annually.
  • Accepted Proof of Residency Documents
  • Accepted documents include a utility bill, bank statement, court letter, shipping slip, or other official government mailing, with your name, physical address, and a date within the last six weeks.

Eligibility and Required Documents

The RSBCIHI Patient Registration Department will review your documents to confirm eligibility for our services. Requirements vary depending on your relationship to an eligible Native American.

  • Eligible Indian: Federally recognized Tribal ID or equivalent proof, plus Proof of Residency.
  • Indian Descendants: Certified Birth Certificate linking to an eligible tribal member, plus Proof of Residency.
  • Non-Indian Spouse & Stepchildren: Marriage Certificate, Birth Certificate for stepchildren, plus Proof of Residency.
  • Other Non-Indian Dependents: Birth Certificate and legal documentation linking to the eligible Native American, plus Proof of Residency.

Unaccepted Proof of Residency Documents

We cannot accept California IDs, DMV documents, vehicle insurance letters, or handwritten notes as proof of residency.

What to Expect at Check-In

When you visit the clinic, you’ll be asked to confirm your personal information. Once a year, we’ll need this information in writing along with an updated, original proof of residency. If you have any questions, please contact our Patient Registration Department.

Payment for Services

Most RSBCIHI clinic services are provided at no cost. However, we require all patients to provide any insurance information (Medi-Cal, Medi-Care, or private insurance) during registration. This helps us secure additional funding to support our services. If you don’t have insurance, our Patient Services staff can provide a quick screening to help you find possible coverage options.

How often do I need to provide Proof of Residency?

Proof of residency is required once a year, and the documents should be dated within six weeks of your visit.

How often should I update my information?

We’ll ask you to confirm your information verbally at each visit, and we require a written update and proof of residency once a year.

Can I bring copies of documents?

No, we require original documents.

Why do you need my insurance information?

Providing your insurance helps us if you or a family member needs to be referred for additional care. It also allows us to bring in third-party revenue to support and improve clinic services.
